The problem we're experiencing is that Software Installation policies (Computer-targeted, Assigned) are applied (obvious from rsop / gpresult) but the packages aren't installed during startup.
Since this is a domain controller there isn't a way to use the Local System credentials to update the permissions on the sysvol share. Not the answer you're looking for?
