If you are porting objects from one PC to another (which is when I've encountered this problem) then it is reasonable to assume that the "old" PC has a copy of Download Dependency Walker and run it on the affected PC. I did not depend on that import or any other newer APIs, so I could get away with retargeting the project. Once you have identified the missing DLL it is up to you how you obtain a replacement.
