I resist IE and almost all Microsoft products due to the fact that Microsoft pretty much FORCES us to have/use them. See if the problem is resolved by closing IE and restarting it normally. So, I managed to emulate a mini WinXP via Hiren's Boot, loaded a "health" propsys.dll from my other Windows 7 system and overwrote the corrupted one.
