Saying "run as the exact same administrator" isn't the same as running with UAC escalation privileges - it's completely separate from the privileges of your user. you get the same behavior when using RegLoadKey (this works) and RegUnloadKey (this doesn't work anymore since sp3) in a programm running under an account without administration rights. I have no problems doing this with regedit.exe, but when issue the commands (as listed above) that do the same thing the gui is, it doesn't want to unload the hive. i was able to create and delete registry keys on remote computers using these functions: https://github.com/gangstanthony/PowerShell/blob/master/Remote-Registry.ps1 results are below also, if this is what OP is looking for, you may be win32 api regload/regunload give the same error as trying it manually from regedit.
